About Senior Engagement Application (SEA)

The Senior Engagement Application (SEA) is a volunteer management and data collection system developed by the Silver Generation Office (SGO), GovTech and Synapxe.

To support seniors in ageing actively, healthily and independently, SGO’s Silver Generation (SG) Ambassadors regularly conduct physical and virtual engagement sessions at seniors’ homes and community nodes to share more about government policies and schemes, and connect them to community programmes and services. This in turn helps SGO digitise its records and improve operational efficiency.

SEA has been continually enhanced to include additional modules to manage senior and volunteer data, to support SGO outreach and follow-up efforts.

Opportunity

Before SEA was developed, SG Ambassadors relied on hard copies for data recording of the seniors they attended to. These forms were then routed to SGO staff for checks and follow-up actions. Traditionally, this process takes up to three days. With a rapidly ageing population and a limited pool of volunteers, SGO needed to leverage on technology to improve its operational efficiency. 

 

Solution

More than 120 data fields in the hardcopy form were digitised to increase flexibility in cross-referencing and data matching online. SEA allows SGO staff to observe engagement progress in real-time, allowing for quicker adjustments to be made to deployments. SG Ambassadors are updated remotely on new or revised deployments through SEA. 

Impact

The digitalisation of the data recording resulted in significant time-saving of about one hour per engagement. With data accessibility tracked within a single system, this has led to around 50 per cent of time saved for SGO’s staff. With the profiling of seniors in SEA, SG Ambassadors are better equipped to sense needs and trigger recommendations for the community. 

Future Outlook

Collected data can further address future and unique concerns on national policy-making considerations. Examples include providing national feedback on Singapore’s ageing population to better support the needs of the seniors; and the ability to assess and identify seniors who may need more support, such as those at risk of social isolation.
